Can I simply drain the my commercial pool and leave it empty until the restrictions are lifted?

There are different circumstances for every pool, however, in most cases draining the pool will be detrimental.   The main issues with draining the pool are:
- The surface (i.e. Pebblecrete) will dry and shrink, causing it to delaminate from the concrete (see photo above).
- There is a risk the pool shell can move due to the pressure of ground water under the pool.  The water in the pool will normally negate this pressure, but draining the pool effectively turns it into a big boat, which will float out of the ground with enough pressure.  
- Rain and ground water will pool in the bottom of the shell when empty.  Without filtration, this water will harbour mosquitos, algae and unwanted bacteria. Ground water is also high in mineral content that will stain the surface of the pool
